Aphids.

These types of aphids in particular, Acyrthosiphon pisum, have plagued me in two places now while living in the Pacific Northwest. When I lived in Lake City, Seattle I had these on my rooftop garden where they destroyed my kale plants. Luckily this year they seem to only be on dandelions.
